Construction, preliminary consultation

If you have a construction plan and are unsure whether an environmental permit can be granted for it, it may be useful to request a preliminary consultation. During a preliminary consultation, the feasibility of your plan will be assessed. You will receive a conclusion on your preliminary consultation.

If your original plan proves impossible, but the municipality sees possible solutions for realizing the plan in a modified form at your address, these solutions will be shared with you in the conclusion of the preliminary consultation. You will also receive points for attention for a possible permit application.

In short: A preliminary consultation is a useful tool for deciding whether you want to apply for a permit. It also helps you to prepare your permit application properly.

What is a preliminary consultation not intended for?

Small construction plans that do not conflict with the zoning plan. These include items such as solar panels, dormer windows, air conditioning units, heat pumps, replacing window frames, roller shutters, awnings, removing chimneys, driveways, maintenance, sustainability measures, etc. For such plans, it is often quicker to apply for a permit directly.

How are the preliminary discussions going?

When you submit your plan via the Omgevingsloket, it will first Omgevingswet to the Omgevingswet case manager. The case manager will check:

  • Whether your building plan meets the application requirements;
  • Whether your plan could be realized without a permit;
  • Whether there is a deviation from the rules of the environmental plan.

If there are no deviations, or only a minor deviation from the rules in the environmental plan, the case manager of the environmental permits team will further assess your application.

If your plan requires a significant deviation from the environmental plan, your plan will be transferred to the Spatial Planning unit. A more extensive process will then be required. You will be notified of this.

How do I request a preliminary consultation?

This can be done via the Omgevingsloket (Environment Desk), the term also used here is 'concept request.'

  1. Go to the digital Environment Desk;
  2. Check the rules that apply to you at Rules on the Map;
  3. Do the permit check;
  4. Go to the application form and log in with your DigiD;
  5. Follow the steps;
  6. In step 7, select the Concept Request (when you make your final selection here, you will be submitting a formal permit application. The option 'explore your idea' is not a service currently offered by the municipality of Wassenaar).

What do I need?

For a preliminary consultation, the municipality always requires the information listed below. We refer to this as the minimum submission requirements. Whether additional information is required, and if so, what information, varies per application. Applications that are inadmissible (i.e., do not meet the minimum requirements for assessment) will not be processed.

Building activity:

  • Existing and new floor plans (scale 1:100);
  • Existing and new facade drawings (scale 1:100);
  • Cross-sectional drawings of existing and new structures (scale 1:100);
  • Site plan existing and new;
  • Photographs and/or impressions of the existing situation and surrounding buildings;
  • The intended and current use of the structure and the associated land;
  • Indication of construction costs. 
     

The following always applies to all construction drawings: they must be to scale and include dimensions, colors, and material descriptions.

Please note: You can only submit all documents once via the Omgevingsloket. Health your application is as complete as possible!

Cost

A fee is charged for a preliminary consultation, just as it is for an application for an environmental permit. This fee will be offset against the fee for a permit application. You can find more information about this in the Wassenaar Municipal Fees Regulation, Chapter 2.
