Digital Purchasers Register

If you are a used goods buyer or dealer, you are required to report it to the municipality and register your purchase and sale of used goods in a certified register. 

As of August 1, 2023, the municipality of Wassenaar has switched to the Digital Purchasers Register (DOR). From that date onwards, a digital registration requirement will apply in Wassenaar for purchasers who buy and sell second-hand goods. Are you a dealer in second-hand goods? Then you canregister at to use the DOR. Use of the DOR will be mandatory from August 1, 2023. 

What is the Digital Buyers Register?

The DOR is a digital environment that allows buyers to register the buying and selling of used goods. If a good is registered as stolen, the system notifies you. Even if the police register it as stolen after your purchase. The DOR is thus the digital version of the legally required purchase and sales register for buyers and traders. 

Why do I need to register?

Criminals often quickly resell their stolen goods after thefts or (residential) burglaries. They do this through various sales channels, including buyers and dealers in used and unregulated goods. For this reason, purchase registration of these buyers and traders has already been made mandatory in the Netherlands.

The DOR provides a more efficient way of this registration. The DOR is linked to the police. If a good is registered as stolen, the DOR notifies you. In this way we considerably reduce the chance that you as a buyer or trader are unknowingly guilty of receiving stolen goods, and we increase the chance of catching the receivers and stealers.

Who should apply?

All buyers and dealers in used and unregulated goods, metals (alloys and metalloids), precious stones, timepieces, art objects, cars, motorcycles, mopeds, bicycles, photographic, film, radio, audio and video equipment and equipment for automatic recording. This requirement also applies if you purchase, or have on hand, second-hand goods on a hobby basis with great regularity and then resell them.

If you are required to report and register, you can apply digitally. On this website you can also directly request login information for the DOR. You will then receive further instructions on how to log into the DOR by e-mail. Afterwards you can log in to the DOR .

What should I register in the DOR?

1. The purchase of used and unregulated goods (also called second-hand):

  • a consecutive serial number relating to the purchased good
  • the date of purchase of the good
  • a description of the good, including - to the extent possible - type, brand, number of the good
  • the purchase price or other Requirements of acquisition of the property
  • the name and address of the person from whom the property was obtained
  • when trading copper and copper alloys for cash, a description such as the number of the document by which you have established the identity of the offeror is also mandatory

2. The sale of used and occasional goods

  • the serial number of the entry relating to the property
  • the date of sale or transfer of the property
  • a description of the good, including - to the extent possible - the type, make and number of the good
  • the sale price or other Requirements for transfer of the property
  • The name and address of the person who obtained the property.

Supervision

From August 1, 2023, the mandatory digital notification and registration requirement for the DOR will apply. This date was chosen to give all traders enough time to register all their goods in the DOR. 

The police and the municipality will conduct annual checks on the use of the DOR after this date. The inspections will take place unannounced. The monitoring is aimed at ensuring that merchants are using the DOR properly. Minor inaccuracies in your registration can always happen. If you fail to register structurally or carefully in the DOR, you run the risk of high fines and possible closure of your business. If it turns out that you are intentionally buying up stolen goods, you are liable to penalties.

Am I required to use the Digital Opkopers Register (DOR)?

From August 1, 2023, it will be mandatory for traders in used and unregulated goods in Wassenaar to use the DOR. In addition to preventing and combating trade in stolen goods, the DOR also offers benefits to traders.

Does the registration requirement apply to me?

Effective August 1, 2023, the existing notification and registration requirement in Wassenaar will expire digitally for all applicable buyers and dealers. You may not yet be registered with the Chamber of Commerce as a merchant, so you have not received a letter. 

The Execution Decree ex Article 437 of the Penal Code defines all branches of traders subject to the registration requirement. View the Implementation Decree. Do you fall under one of these branches? Then the notification and registration obligation also applies to you. 

What should I do if someone won't identify themselves at a purchase or sale?

Not purchasing or selling. You are required to record the identity information of the person from whom you are purchasing, or to whom you are selling, in the DOR. 

What happens if a purchased good turns out to be stolen afterwards?

Contact the police. You should keep the stolen property until the police have visited your business.

By using the DOR, you thereby qualify for financial assistance from the Direct Liability Assessment Service Organization (SODA). They help to recover from the perpetrator the financial loss resulting from the purchase of the stolen property. For more information, check out SODA's website.

No, registration via these registers is no longer valid.
