Procurement Policy

Do you, as an entrepreneur, want to do business with the municipality of Wassenaar? If so, you have to deal with the municipality's purchasing and procurement policy. When does the municipality use which process? The procedure finder makes that clear. You can download the relevant documents at the bottom of this page.

Tenders

You can look for national and European tenders on the TenderNed website and Mercell. 

Register of Entrepreneurs

Whenever possible, the municipality involves local businesses in projects and other business operations. Therefore, we maintain a register of entrepreneurs. In this way, the municipality collects an overview of companies interested in doing business with the municipality. Officials consult this register of entrepreneurs to assess, prior to a tender, whether local entrepreneurs can also be invited. You can register for this register using the digital form, which you see below this message. This can be done with and without eRecognition.

Wholesale list for GWW contractors.

The municipality of Wassenaar works for contractors in the GWW sector with rough lists. This list helps us invite contractors objectively and transparently to participate in private purchases or tenders. We work together with Qfact for this purpose. We are using this rough list as of January 1, 2022 for cultural and civil engineering works and engineering services. It does not include construction works. If we add new wholesale lists, we will of course announce this on the website in good time. Then you can also apply as a contractor.

You can currently apply for the following fields of work:

  1. Sewerage: free-fall sewerage (construction and maintenance)
  2. Sewerage: mechanical sewerage and installations (construction and maintenance)
  3. Asphalt: reconstruction, construction and maintenance
  4. Element paving: construction and remodeling
  5. Greenery: construction and maintenance
  6. Civil engineering structures and small hydraulic structures: construction and reconstruction
  7. Dredging
  8. Technical Systems Public Lighting and Traffic Control Systems.
  9. Sweeping and Weed Control on Pavement.
  10. Engineering services (with areas of interest listed below):
    - Civil, including specification preparation
    - Management and supervision
    - Traffic engineering
    - Sewerage and water management
    - Land surveying
    - Geotechnical
    - Geohydrological
    - Environmental
    - Ecological
    - Architectural preliminaries

Are you an entrepreneur? And do you deal with one of the above subjects? If so, you can apply for the Wassenaar Municipality's groslist by sending an e-mail to inkoop@wassenaar.nl, stating 'registration new candidate groslist', and indicating for which groslist you want to apply. You will then receive a reply with a final invitation to apply for one or more grower lists.

You can apply for multiple wholesale lists. To do so, however, you must meet the wholesale list specific requirements, and be able to provide the corresponding supporting documents. For example, a Uniform European Tender Document. You are responsible for keeping your data up-to-date.
