Growing up in an Opportunity Environment (OKO)
Through the Growing Up in a Promising Environment (OKO) program, the municipality of Wassenaar works together with parents, schools, and local partners to create a healthy and safe environment for young people. The goal is to prevent alcohol, drug, and tobacco use, promote mental well-being, and create a positive living environment in which young people can grow up with opportunities.
OKO is based on the Icelandic Prevention Model, a scientifically grounded approach that has been successfully implemented in more than 60 Dutch municipalities. Research shows that this approach leads to reduced substance use and stronger protective factors among young people.
Working together to create a positive environment
At OKO, collaboration is key. The environment in which young people live plays a decisive role in their development. That is why OKO focuses on four areas of life: Leisure, Family, School, and Peer Group.

The municipality collaborates with organizations such as the Haaglanden Municipal Health Service (GGD Haaglanden), the Trimbos Institute, schools, sports and cultural associations, youth organizations, healthcare partners, and parents. By working together, we build on what is already working well and address risks in a targeted manner.
Insights from a survey of young people
An important part of OKO is gathering insights through research. A survey is administered every two years to students in grades 10 and 12 at secondary schools in Wassenaar. This survey covers not only substance use, but also well-being, school experience, and leisure activities.
This study provides OKO with a broad and up-to-date picture of how young people in Wassenaar are faring and where opportunities for prevention lie. The results show that substance use among young people requires attention and that parents play an important role in preventing it, including by setting clear boundaries. It also appears that leisure activities, such as sports and culture, influence behavior and well-being, and that mental health and perceived pressure are key areas of concern. These insights help us work with partners to determine where our efforts can have the greatest impact.

From insight to a shared direction
OKO is all about learning and acting together. That is why the research findings are discussed with parents, schools, and community partners. Through conversations and meetings, we work together to identify what is needed to best support young people in their development.This exchange leads to a shared direction. The focus includes strengthening parental involvement, leveraging the preventive and supportive role of sports, cultural, and youth organizations, and promoting a safe and positive environment at school and during leisure time. This shared direction forms the basis for further decisions and activities within OKO.
What's happening in Wassenaar right now?
OKO is currently transitioning into the implementation phase. Together with local and regional partners, we are working on concrete activities that contribute to a healthy and promising environment for young people. This approach aligns with existing policies and ongoing initiatives in the areas of youth, sports, education, health, and safety.

Current initiatives include educational programs and meetings for parents and caregivers, collaboration with sports clubs and other recreational providers on prevention efforts, and the creation of smoke-free and healthy environments in places where young people gather. OKO also participates in national campaigns, such as “No to Vaping” and “Media Literacy Week,” and is further strengthening the role of youth workers in engaging with young people. Additionally, research is underway on alcohol distribution and compliance with regulations, and connections are being made with programs such as JOGG (Youth at a Healthy Weight).
