Energy Storage System (EOS)

An Energy Storage System (EOS) is a device that stores energy for later use, a type of battery. If you have an EOS, you must report it to the Haaglanden Environmental Service. Below we outline the safety risks and rules for using an EOS. It covers possible hazards, such as overheating and current legislation. 

Security risks

When using an EOS, there may be adverse effects on the environment in the event of an emergency. The greatest danger is an uncontrolled increase in temperature and pressure, which can lead to fire, explosion or a toxic cloud. 

Legal obligation

There are currently no specific legal requirements for an EOS. The storage of lithium-based energy carriers has not yet been designated as an environmentally harmful activity. Therefore, there are no information documents on Best Available Techniques (BAT). Because risks do exist, appropriate measures must be taken to ensure safety. This is also mandatory under the general duty of care. The Haaglanden Environment Authority can prescribe relevant measures from PGS37-1 as tailor-made regulations, as long as PGS37-1 is not yet a legal requirement. It is likely that EOS will be included in legislation as an environmentally harmful activity within one to two years.

Because of the safety risks, it is requested that the use of an EOS be reported to the Haaglanden Environmental Service. This helps determine whether the duty of care is sufficient or whether additional regulations are needed to ensure safety. In the appendix you will find a checklist of measures. Please indicate whether these measures are already being implemented and if not, when they will be implemented.

Additional Information

In addition to the checklist, Omgevingsdienst Haaglanden would like to receive information on:

  • The type of EOS inserted.
  • The technical data of the EOS.
  • Whether the EOS is enterable or not.
  • Safety provisions, such as an explosion hatch.
  • The exact location of the EOS.

The Haaglanden Environment Service would also like to receive a test certificate showing that the EOS has been tested for fire safety. This can be done, for example, with a UL9540A certificate.
