Can there be a crosswalk on my street with a 30 mph speed limit?

When designing roads, the municipality takes into account the design requirements of Sustainable Safety. These are aimed at reducing the number of (especially) serious traffic casualties. In principle, no pedestrian crossings are constructed in a 30 km/h zone. In addition, crosswalks are only possible at locations with a large flow of pedestrians at several times of the day, because otherwise too few crossings are made, creating false safety.
