The Municipality of Wassenaar has the following grant programs.

Grant program Guidance to voluntary and paid employment

The city council considers having voluntary or paid work important for the self-reliance and (social) health of the inhabitants. With this subsidy scheme, the city council wants to encourage this by giving subsidies to organizations that help benefit recipients and status holders find voluntary or paid work.

 For the 2026 grant year, you can apply for grants between May 1 and Aug. 1, 2025.

What does your organization need to meet?

Your organization must:

  • Be a legal entity (e.g., foundation or association),
  • have goals and activities consistent with the municipality's Social Domain Policy Plan,
  • if working with vulnerable persons, staff and volunteers must have a Certificate of Good Conduct (VOG),
  • for grants over €100,000: work according to the Social Work Governance Code or similar principles of good governance.

Grant applications for one-time activities of less than €2,500 must first be made to the Wassenaar Fund. Only if the application is rejected there will it be reviewed by the municipality.

How do you make an application?

You make the application using the municipality's digital application form. You can save this form in the interim. For the budget, use the budget format. We recommend that you carefully read the subsidy regulation Toeleiding naar vrijwillig en betaald werk gemeente Wassenaar 2025 prior to submitting the application. Health that you have the following information on hand:

  • A description of what you will do and what you intend to achieve by doing so for the residents of Wassenaar and how these results will be made transparent. The plan should therefore be as SMART as possible (SMART: Specific, Measurable, Acceptable, Realistic and Time-bound).
  • An explanation for each criterion (e.g. on knowledge and experience). Please note that more criteria apply to higher grant applications, see the explanation of the scheme and the application form.
  • A budget and coverage plan of costs.
  • Your organization's bank account number and a copy of bank statement.
  • A recent extract from the applicant's Chamber of Commerce.

For grants over €5,000, you must also submit the following:

  • The most recent annual statement or financial statements.
  • The organization's equity should be clearly indicated in the annual statement or financial statements.
  • A breakdown into personnel and activity costs, a price per FTE and overhead costs. For this, use the budget format. Or, if integral cost is used; an explanation of its calculation.

Is your organization applying for a grant from the municipality for the first time? If so, if possible:

  • A copy of the most current bylaws.
  • the most recent annual report and financial statements.

How does it proceed after your application?

  • The municipality will decide by November 1, 2025.
  • Grants up to €25,000 are paid in one lump sum.
  • Higher amounts are paid in two installments (at start and after 6 months).

If your application is denied, you can appeal up to 6 weeks after you receive the letter.

Interim reports, accountability and adoption:

Interim reports and determination requests are done through the digital request form on the municipality's website.

  • If you receive more than €25,000 in grants, you must make interim reports.
  • Your request for determination must be submitted by March 31, 2027.
  • The municipality will determine your grant within 8 weeks.

The municipality wants insight into what was done with the grant. For all grant amounts, the municipality would like to have an understanding of:

  • How many individuals were reached during the grant period;
  • How many individuals dropped out.
  • customer satisfaction.

So please keep this in mind at the start of your activities so that you can provide this information when accounting.

Depending on the amount of the grant, the information below must also be provided.

For grants exceeding €5,000 and not exceeding €25,000 

  • A report of the activities and what was achieved as a result;
  • A statement of costs incurred compared to budget or financial statements explaining the use of the grant and deviations in realization from budget of more than 10%.

For grants of more than €25,000

  • A report of the activities and what was achieved as a result;
  • An overview of costs incurred compared to the budget where deviations in realization compared to budget of more than 10% are explained.
  • A financial statement explaining the use of the grant.
  • A director's statement on final accountability.

For grants exceeding €100,000 per year

  • A report of the activities and what was achieved as a result;
  • An overview of costs incurred compared to the budget where deviations in realization compared to budget of more than 10% are explained.
  • A financial statement explaining the use of the grant.
  • A director's statement on final accountability.
  • An audit opinion on the final statement prepared by an independent auditor.

Important to know

  • This scheme is in addition to the General Grant Ordinance Municipality of Wassenaar 2025 and the General Administrative Law Act
  • The municipality may refuse your application (in part) if your plans do not fit the municipality's goals or if the municipality believes you do not need the grant, for example, because your organization has high reserves.
  • The municipality makes a maximum amount (grant ceiling) available each year for the grant. If there are more applications than money available, the applications are compared and ranked based on a point system. The evaluation process is further explained in the regulation's article-by-article explanation of Article 6.
  • Investment costs are not eligible.

Arts and Culture grant program

Who is this grant for?

The municipality of Wassenaar wants more people to be able to participate in art and culture. Therefore, a subsidy is available for foundations and associations that organize activities in this area. Natural persons can apply to the Wassenaar Fund. This scheme falls under the General Subsidy Ordinance Municipality of Wassenaar 2025 (hereafter: Asv). The scheme deviates from the Asv on some points, for example in the application deadline and assessment method.

Additional rules also apply, such as:
- Subsidies above €100,000 are subject to the Culture Governance Code 2019.
- In the case of activities involving vulnerable persons, a VOG is mandatory for professionals and volunteers.


What is the purpose of this arrangement?

The grant is for activities that contribute to:
- residents' participation in arts and culture;
- social connection in the municipality, and;
- a diverse and high-quality cultural field. 


What activities are eligible?

You can apply for grants such as:
- shows, concerts or performances;
- exhibitions;
- educational or interactive projects;
- collaborations with other cultural organizations.

The activity must take place in Wassenaar and be implemented by 2026.


How does applying for a grant work?

What do you need?
- A plan describing the activity.
- A budget (with any other income).
- Understanding your organization's equity.
- An explanation of how your activity contributes to the goals of the scheme.

When can you apply for the grant?

For activities in 2026, you can apply for grants between May 1, 2025 and August 1, 2025.
Starting in 2026, the application period is from March 1 to June 1 each year.

How will the grant be distributed?

If there are more applications than available funds:
- Each application will receive points based on predetermined criteria.
- The applications with the most points will be awarded first.
- In the event of a tie, lots may decide.

Please note that the grant is awarded only if the municipal budget allows it.


Accountability

At the end of your project, you must tell the municipality what you did with the grant, providing information on:
- the number of participants;
- the number of events organized;
- how the money was spent (if deviating more than 10% from the budget).

Social Team Wassenaar grant scheme.

The municipality provides subsidies to organizations in the Wassenaar Social Team to work on, among other things, better access to information, advice, support, help and Health, the prevention of problems (such as debt or loneliness), and equal opportunities for residents in Wassenaar.
The scheme is based on the Social Domain Policy Plan and the General Subsidy Ordinance Wassenaar 2025.
If you are a covenant partner of the Wassenaar Social Team, you can apply for a grant through the Social Team Wassenaar 2025 grant regulation.
For the 2026 grant year, you can apply for a grant between May 1 and August 1, 2025.

Heritage conservation grant scheme

Do you own a cultural heritage object in the municipality of Wassenaar? Then you can apply for a subsidy for a building inspection through the Subsidy Scheme for Heritage Conservation 2025. This scheme helps to preserve valuable buildings and heritage in our municipality.

What is the scheme about?

The grant is for structural inspections of monuments. Such an inspection shows what maintenance is needed to keep your building in good condition. The inspection must be done by a recognized and expert agency working on a non-profit basis. The goal is: early maintenance to prevent decay, in an austere and efficient manner.

This scheme is consistent with the Wassenaar 2025 General Grant Ordinance.

How does it work?

  • The subsidy is only for private owners of cultural heritage objects (such as national or municipal monuments) in the municipality of Wassenaar;
  • You will be reimbursed up to €1,000 for the cost of the structural inspection survey report;
  • There is a grant ceiling: when the money runs out, no new applications are awarded;
  • Applications will be processed in order of receipt.

What do I need?

You must provide the following documents with your application:

  1. The building inspection report.
  2. The invoice and a receipt.
  3. Your bank account number.
  4. A bank statement or copy of your debit card (to verify your information).

Note that the inspection must have been performed by an ERM-qualified agency, or another agency qualified by the college as having sufficient expertise.

What to do

  1. First, have a structural inspection performed by a licensed agency.
  2. Apply for the grant within eight weeks of the building inspection.
  3. Use the municipality's official application form (if available).
  4. Submit the application in writing to the College of Mayor and Aldermen of the Municipality of Wassenaar.

Important Requirements

  • This scheme supplements the Wassenaar 2025 General Grant Ordinance (Asv).
  • The grant is determined and paid immediately (so you do not have to account for it later).
  • A hardship clause applies: the municipality can deviate from the subsidy scheme if the rules have disproportionate consequences in relation to the interests to be served.

The scheme is effective from Jan. 1, 2025, and will be evaluated in 2026.
