Determination of subsidy

According to the General Subsidy Regulation, any subsidy scheme, and the grant decision received, the subsidy recipient is obliged to demonstrate in the specified manner that the activities for which the subsidy was granted have been carried out and that the obligations associated with the subsidy have been met. This is done by means of an application for determination by the subsidy recipient. You must submit this application yourself within the specified period. The following periods apply under the General Subsidy Regulation:

One-time subsidy: no later than 8 weeks after the subsidized activities have been carried out

Structural subsidy per calendar year: No later than March 31 of the year following the calendar year in question

Structural subsidy per fiscal year: No later than 12 weeks after the end of the fiscal year in question

Please note! The deadline for the 2025 determination application is still in accordance with the subsidy plan. Organizations must submit the determination application no later than 22 weeks after the subsidized activities have been carried out. See the explanation under the heading "How does it work?" in the 2021-2025 subsidy plan for further information.

How does it work?

You can submit your application via the link under the heading 'Arrange directly online' on this page. Please include all the required documentation. You will receive confirmation of your application.

 The account holder within the municipality will check whether all documents have been added for accountability purposes and will ask you for additional information if necessary.

 The college decides within 8 weeks of receiving the complete application and sends the determination decision.

What do I need?

Please note! Subsidies up to €5,000 are usually determined and paid immediately upon approval.Please note: random checks may be carried out.

For grants in excess of €5,000 up to and including €25,000, the application for determination shall include:

  • A substantive report showing the extent to which the subsidized activities have been carried out and the obligations have been fulfilled, and clarifying the extent to which the intended objectives and results have been achieved.
  • A financial report with an overview of subsidized activities and the associated expenses and income, or financial statements that provide insight into how the subsidy was spent.

For grants over €25,000, the application for determination includes:

  • A substantive report demonstrating the extent to which the subsidized activities have been carried out and the obligations have been fulfilled and making clear the extent to which the intended objectives and results have been achieved
  • A financial report summarizing subsidized activities and related expenses and revenues
  • Financial statements showing the use of the grant
  • A director's statement of final responsibility

For subsidies exceeding €100,000 per year, the application for determination shall include:

  • An audit opinion on the final accounts, prepared by an independent auditor. 

Please note: if the board deems it necessary, an audit report may also be requested for lower subsidy amounts.

Additional conditions may apply to each subsidy scheme; see subsidy schemes. You must adequately address the additional conditions when submitting your accountability report.

What to do

You can start the application form for a determination by clicking on the 'arrange directly online' button and choosing to apply with DigiD or eHerkenning.

  • You will go through the digital questionnaire
  • You attach the requested documents

  After submitting the grant application:

  • You will receive confirmation of your determination request and you can download a copy of your request.
  • The account holder assesses whether your application is clear and complete in terms of content; does it meet the requirements set out in the Asv 2025?
