Operating Agreement

An operating agreement contains agreements on the construction of public facilities, such as:

  • sewerage
  • roads
  • lighting
  • preparing land for construction

The municipality makes agreements about this with developers, construction companies or housing cooperatives. The agreement states, for example, who pays the cost of constructing the facility.
