Wanted: Members of the Appeals Committee

We are looking for members for the joint Appeals Committee of the municipalities of Wassenaar and Voorschoten.

Are you a socially engaged professional who wants to contribute to the quality of local public administration? Do you feel at home in an environment where various (political) interests are at play, and can you uphold a careful and independent judgment? Then this position is for you!

The committee

The Appeals Committee advises the various administrative bodies of Wassenaar and Voorschoten on appeals relating to municipal decision-making in the broadest sense of the term. This committee is not divided into chambers. This means that you will provide advice on matters such as environmental law (permits and enforcement), the Open Government Act (Woo), subsidies, traffic matters, civil affairs, and youth and welfare (Youth Act, Wmo). Excluded from this advisory role are social assistance cases, municipal finances, tax matters, and personnel issues.

The Appeals Committee consists of a permanent chairperson and several members. The committee is currently supported by two secretaries and a legal administrative assistant.

You will also be appointed as a member of the municipal complaints committee for the municipality of Wassenaar.

Meaningful and challenging work

As a member of the committee, you will contribute to the decision-making process in Wassenaar and Voorschoten. The committee reviews the decision that has been made, hears from the appellant and other stakeholders regarding that decision at a hearing, and ultimately provides advice on the decision regarding the appeal to the various administrative bodies. The permanent chairperson provides guidance to the committee. Each year, the committee submits a written report on the work it has carried out.

What do you bring to the committee as a new member?

  • You are a person who brings people together and is deeply involved in the community;
  • You have a university degree (preferably in an administrative or legal field);
  • You have recent experience with and a solid understanding of general administrative law;
  • You have an affinity for handling objections in an (informal) manner and possess strong communication skills;
  • You are solution-oriented;
  • You have experience with or an interest in the workings of local government;
  • You have a good understanding of political and administrative dynamics and are capable of forming an independent judgment.

To effectively fulfill this role, you must not be a member of—or work under the authority of—the governing bodies of the municipalities of Wassenaar and Voorschoten. We value knowledge, expertise, enthusiasm, experience, and a pleasant personality more than age.

What do we offer?

The Appeals Committee meets in Voorschoten on Monday evenings and in Wassenaar on Wednesday evenings starting at 7:00 p.m. These hearings are conducted by a chairperson and two members, all of whom participate on a rotating basis and according to their availability. This committee is assigned alternately to both municipalities, depending on the number of appeals received.

As a member, you will receive a stipend of €200.00 for each hearing you attend. In addition, travel expenses will be reimbursed.

Members are appointed by both the mayor and aldermen. The term of office is, in principle, four years, with the option of a one-time reappointment for four years.
