I have my own charging station (but no private driveway). May I lay my charging cable across the sidewalk?

The policy regarding charging poles was adopted two years ago (regionally). This states that charging cables are not allowed across the road/roadside. The BOAs enforce this policy. They then engage in discussions with the owners of these cars. Until now, a (public) charging station was requested in all cases. Please note; this is not enforced structurally due to BOA staffing/priority.
