Local Approach to Insulation

You have received a letter from the municipality concerning subsidies for insulating your home. You can read the subsidy scheme

Grant of up to €1,500.

The Regional Energy Desk executes this subsidy on behalf of the municipality of Wassenaar. You will receive additional information on how to insulate your home and receive a subsidy in November of this year.

Grant of up to €3,000.

You think you qualify for the €3000 subsidy. Your net income must not exceed 120% of the legal social minimum appropriate to your situation. This is the income with vacation allowance, of you and your partner in the last 3 months before the application. The amounts are listed in the tables below. 

It includes net family income from employment, income from own business or profession, benefits, pension and other income (such as alimony).

Fill out income test

You provide data about your income using the income test form. 

Submit all requested attachments

Be sure to include all required information and attachments. Failure to do so will delay the evaluation of your application. We will ask you to submit the missing information. You will have 2 weeks to do so. Have you still not submitted the missing information? Then we cannot process your application.  

The municipality can check data

The municipality will check your income information when processing your income test form. This will allow them to determine if you are entitled to the insulation subsidy.  

Processing your personal data

What data do we process?

Name, address, place of residence, telephone number, income information, solely to determine whether you meet the income requirements (up to 120% of the legal social minimum).

Why do we process this data?

Your information is needed to review your application, communicate with you and - if you are eligible - issue the grant.

Who has access to your data?

Only employees of the municipality involved in assessing the grant. Income data will not be shared with third parties. The implementing organization REL receives from us only your contact information and the outcome of the test (target group A or B). REL will therefore not have access to income data.

How can you submit your data?

You can submit your information using the municipality's secure web form. You may also choose to do so by email or verbally, but we recommend using the secure web form whenever possible.

Retention period

Your data will not be kept longer than necessary for the implementation and accountability of the grant program and in accordance with archival legislation.

Your rights

You have the right to access, correct or delete your personal data to the extent possible within the legal obligations.

Energy-saving measures

Energy conservation measures make your home more comfortable and lower your energy bills. But you need money to make your home more energy efficient and sustainable. For some measures there are subsidies, which will save you money. There are also loans with favorable Requirements and you may be able to borrow extra money through your mortgage.

On the website of Duurzaam Bouwloket you can fill in the 'energy subsidy check'. After completing it you will receive an information package with all the information about the selected subsidies. So you know exactly what you can make use of! Also watch the movie of Duurzaam Bouwloket.

ISDE subsidy

You can get a grant from the state for:

  • insulating your home, including putting in insulating glass
  • a (hybrid) heat pump 
  • a solar water heater  

This is the Investment Subsidy for Renewable Energy and Energy Conservation (ISDE). You get about a 15% subsidy. But are you going to take two measures to your home? For example, will you take insulating glass and buy a heat pump? Then you get 30% subsidy on both. You apply for the subsidy afterwards, within 24 months after the first measure has been carried out and paid for.

Solar panel schemes

You cannot get a subsidy for solar panels. What schemes are there?

  • You can take advantage of the Energy Savings Loan. This loan has a low interest rate, no closing costs and the option to repay early at no additional cost.
  • Until recently, you paid VAT when you bought solar panels for the first time, which you could then claim back. Since Jan. 1, 2023, the VAT rate on solar panels is 0% if they are installed on or near your home. Read more about the Requirements and how to apply on the tax authorities' website.

Borrowing money

If you don't have enough savings, borrowing money for energy-saving measures may be for you. Check with your own bank to see what options are available. Or consider the National Heat Fund's Energy Savings Loan. This loan has no interest up to a certain income, then a low interest rate, no closing costs and the option to repay early at no additional cost.
