General grant regulation

From January 1, 2025, the General Grant Regulation 2025. This has changed the situation regarding grant applications. Applications made in 2024 (for grant year 2025) will still go according to the grant plan. This results in the following transition from the grant plan to the General Grant Regulation.

2025

In 2025, the 2021-2025 grant plan and the new grant policy, the 2025 General Grant Ordinance and grant regulations apply as follows:

What is a grant?

A grant is the (temporary) entitlement to financial resources, provided by the municipality for the purpose of certain activities of the applicant that contribute to the achievement of social goals of the municipality (other than as payment for goods or services provided to the governing body).

The municipality of Wassenaar distinguishes between one-time grants and structural grants.

  1. One-time grant: grant for an activity that is of definite duration and lasts up to four years with determination at the end of the project period.
  2. Structural grant: Grant per one or more fiscal years or calendar years for an activity that is in principle of indefinite duration with interim determination. 

Apply for structural grant

A structural grant can be applied for in two ways, namely:

  1. As a budget grant: when only one party is eligible for a particular activity and therefore no distribution rules are needed. The General Grant Regulation applies to these grants. This party is included in the budget by name and amount.
  2. As a grant under grant regulations: these define the activities to be subsidized. These regulations specify the Requirements that must be met to qualify for a grant. Grant ceilings are set in the scheme itself.
