General Subsidy Regulation (ASV)
From January 1, 2025, theGeneral Subsidy Regulation 2025 will apply. This has changed the situation with regard to subsidy applications. Applications made in 2024 (for the 2025 subsidy year) will still be accounted for in accordance with thesubsidy plan.
What is a grant?
A subsidy is a (temporary) entitlement to financial resources provided by the municipality for specific activities undertaken by the applicant that contribute to achieving the municipality's social objectives (as opposed to payment for goods or services supplied to the municipality). The general subsidy regulation has been drawn up to ensure that this is handled in a fair and transparent manner. It contains rules that everyone must comply with. The municipality of Wassenaar distinguishes between one-time grants and structural grants.
- One-time subsidy: subsidy for an activity of a specific duration, lasting a maximum of four years, with determination at the end of the project period.
- Structural subsidy: Subsidy per one or more financial years or calendar years for an activity that is in principle of indefinite duration with interim determination.
A structural grant can be applied for in two ways, namely:
- As a budget subsidy: if only one party is eligible for a particular activity and therefore no distribution rules are required. The General Subsidy Regulation applies to these subsidies. This party is included in the budget with its name and amount.
- As a subsidy under a subsidy scheme: this describes the activities to be subsidized. These schemes set out the additional or deviating Requirements the General Subsidy Regulation that must be met in order to be eligible for the subsidy. The subsidy ceilings are set by separate decision.
