General Subsidy Regulation (ASV)

From January 1, 2025, theGeneral Subsidy Regulation 2025 will apply. This has changed the situation with regard to subsidy applications. Applications made in 2024 (for the 2025 subsidy year) will still be accounted for in accordance with thesubsidy plan.

What is a grant?

A subsidy is a (temporary) entitlement to financial resources provided by the municipality for specific activities undertaken by the applicant that contribute to achieving the municipality's social objectives (as opposed to payment for goods or services supplied to the municipality). The general subsidy regulation has been drawn up to ensure that this is handled in a fair and transparent manner. It contains rules that everyone must comply with. Below you will find the most important information from the General Subsidy Regulation for your subsidy application. The municipality of Wassenaar distinguishes between one-time grants and structural grants.

  1. One-time subsidy: subsidy for an activity of a specific duration, lasting a maximum of four years, with determination at the end of the project period.
  2. Structural subsidy: Subsidy per one or more financial years or calendar years for an activity that is in principle of indefinite duration with interim determination. 

A structural grant can be applied for in two ways, namely:

  1. As a budget subsidy: if only one party is eligible for a particular activity and therefore no distribution rules are required. The General Subsidy Regulation applies to these subsidies. This party is included in the budget with its name and amount.
  2. As a subsidy under a subsidy scheme: this describes the activities to be subsidized. These schemes set out the additional or deviating Requirements the General Subsidy Regulation that must be met in order to be eligible for the subsidy. The subsidy ceilings are set by separate decision.

When applying for a subsidy, you will be asked to attach a number of documents. Which documents these are depends on the type of subsidy and the amount of subsidy you are applying for. Below you can see which documents these are according to the Wassenaar General Subsidy Regulation 2025.

Application requirements for granting subsidies in accordance with the General Subsidy Regulation

Applications for grants up to €5,000 include:

Description of the

  • Activities for which grant is sought
  • Goals and results sought by the activities to be subsidized and a description of how the activities contribute to those goals
  • Extent to which activities are focused on the municipality or its residents and the relationship to the goals or policies established by the municipality
  • How the results are demonstrated

You also supply to

  • Budget including a coverage plan for the costs of the activities for which the subsidy is requested; use thebudget format for this.
  • Bank account number and a bank statement or copy of the applicant's bank card

If legal entity

  • Recent extract from the applicant's Chamber of Commerce
  • If applicable: proof from the Internal Revenue Service of the applicant's eligibility as an ANBI or SBBI

In addition to the above points, they contain

Applications for grants exceeding €5,000

  • The most recent annual statement or financial statements

Applications from organizations applying for a grant of more than €5,000 per calendar year or fiscal year for the first time should be submitted to:

  • Copy of most current bylaws
  • Most recent annual report
  • Most recent financial statements - to the extent reasonably available to the applicant

In addition to the above, the board may request the following:

That the organization demonstrates

  • That other applications for grant or fund applications have been made for which grant funding is sought
  • That contributions from individuals and businesses have been solicited for the costs for which grant funding is sought

That the organization

  • Provides insight into the equity of the grant applicant or related legal entities

Application requirements for determination in accordance with the General Subsidy Regulation

Subsidies up to €5,000 are generally determined and paid immediately upon approval.

Please note: random checks may be carried out.

For grants in excess of €5,000 up to and including €25,000, the application for determination shall include:

  • A substantive report showing the extent to which the subsidized activities have been carried out and the obligations have been fulfilled, and clarifying the extent to which the intended objectives and results have been achieved.
  • A financial report with an overview of subsidized activities and the associated expenses and income, or financial statements that provide insight into how the subsidy was spent.

For grants over €25,000, the application for determination includes:

  • A substantive report demonstrating the extent to which the subsidized activities have been carried out and the obligations have been fulfilled and making clear the extent to which the intended objectives and results have been achieved
  • A financial report summarizing subsidized activities and related expenses and revenues
  • Financial statements showing the use of the grant
  • A director's statement of final responsibility

For subsidies exceeding €100,000 per year, the application for determination shall include:

  • An audit opinion on the final accounts, prepared by an independent auditor. 

Please note: if the board deems it necessary, an audit report may also be requested for lower subsidy amounts.
